Unless you are a police officer, you don't. The police need to catch the situation as it's happening. If you call 911 and report the crime and I respond, I will be able to do something about it. Now, if the situation is taking place in the persons home and the parents have given permission for the underage child to drink, no charges can be filed. If you show me a picture of someone providing alcohol, I'll simply hand it back to you. That's not proof. I can;t tell if there was alcohol in the container. Just the way it is.

Video tape it with witnesses that are not a party to the action. Have the witnesses write down what they saw in their own words. Then call the police and make a citizens arrest.

You shouldn't. You don't have any right to use force to prohibit somebody else from engaging in a peaceful activity. There are far more important things to do than to try to ruin people's lives over pointless non-crimes.
