I believe you are asking if church and state could CO-rule this country? No. Even the clergy would flee in terror at the suggestion. If you want that, you have to go somewhere like Afghanistan.
No, I take that back. Not all clergy. The fundie, arch-conservative types like the former Jerry Falwell and Pat Robertson would cheerfully take over running the country, even *without* the state. I mean Pat Robertson talks directly to God. The directors of Heritage USA will tell you that when he's had a conversation with God about the business, there's no discussion on the matter. Who needs a Congress or a Supreme Court when you talk directly to God? I know it may seem like I'm rambling, but am I making a point here?

You are talking about abolishing the separation of Church and state which is not about to happen in the United States. No religion would ever be able to run this country efficently side by side with government because to RUN a country demands decision which many times go against ethical "reasoning." I am an ex veteran, and as one, you "learn" that "killing" an enemy is one thing can not be avoided to keep the peace and to keep "order." Religions do not WORK based on REASON. This will never happen in an organized, society where all persons WANT to face the realities of FREEDOM...........

You could try to get an amendment to the Constitution. Just get two thirds of each house of Congress and three quarters of the state legislatures to sign off.

this country was founded to stop that from ever happening.
you would be looking at another Civil War. if they even tried to institute religious rule.
