You can get the application at any post office and send in two passport pictures taken at any photo shop.. They know what size it is.. And then send it in with the application to the address on the back of the application.. It may take a while since they are backed up, but you will get it , Don´t worry..

I think you need to go to a consulate depending on what country , and you need to bring a birth certificate and a photograph of yourself you can take at Wal-Mart Fred Meyers etc. depending on what are the specifications for the passport picture.
