If they can't smell the food (with a stuffed up nose) a lot of cats don't eat.
He could have a broken tooth which makes eating hard or even soft food very painful. The tooth would have to be taken out.
If they're loosing weight VERY fast (like going down 2 pounds in 3 weeks) and are getting so bad they're bony, it could be the thryroid, or diabetes. It's important to get them in for help, because both of these can kill a cat very fast.
It's not because he's jealous, cats don't stop eating unless there's a physical reason.

try OTC worm meds, follow the directions on the label. chances are best that, him being an outside cat, he's infested with them at the moment, it is the usual cause of weight loss in outside cats.

keep him in a seprate room from your other cat call a pet store or call the Vet chances are they can tell you what is wrongwith out charging you
