Is it someone who has progressed a long ways in the Christian faith?
Is it someone who has embraced the world's humanistic and anti-scriptural philosophies such as evolution, homosexuality, the government is the answer to the world's problems, abortion, global warming, etc.?
Or is it something else...which is?

A progressive Christian is the opposite of a conservative Christian. So they believe in a liberal understanding of scripture and more easily embrace humanistic aspects.

Progressive Christianity is the name of a particular movement, sometimes used interchangeably with the term "Liberal Christian." It's by no means an organized denomination, but Progressive Christians tend to be more accepting of outside thoughts and ideas such as evolution, homosexuality and those other things you list.

But in general, the term describes Christians who lean more toward the liberal and inclusive side of the Christian spectrum. They usually reject a strict Fundamentalist approach to Christianity.
