Movie Maker That Can Do This?

Question

I've been looking all over for a movie making program that can zoom in to a certain point tht i want on a picture....this probably doesen't make sense to u but i need it to zoom in not in the middle but like at the corner (i know windows movie maker zooms in, but it zooms in to the middle)
plz tell me if u know a program tht can do this

Adobe Premiere using the Motion feature when you right click on a video track.

It's the only application I've seen do this. There's probably all kinds of higher end non-linear apps that do it to.
