Well there are quite a few small breeds that do not shed much, however many of the smaller breeds tend to be noisy. You might want to try a Bichon Frise for a small/medium non-shedding dog that is very friendly and affectionate. However, they would not be happy if left alone all day.
A more independent breed such as the Lhasa Apso may do better when left alone. Other low-shedding breeds include the Maltese, Chinese Crested, Shih Tzu, American Hairless, and toy/miniature Poodle.
If you will be gone more than 6 hours a day, I suggest you do two things:
1-train the dog to potty indoors on paper, puppy pads, or in a doggie litter box (they have them at pet stores) so that the dog is not expected to hold it all day
2-purchase 2 dogs at the same time so that they can keep each other company, as dogs are social animals. This is especially true of small breeds, as many were created as companions for people.

I am so for some of the silly answers you are getting. All of thoses things seem reasonable for an apartment dog, but they do require training on your part. Dogs in an apartment need to be taught to be quiet and not bark at all the little noses they here. They can learn.
Not all small dogs are good for apartments. Many terriers have high energy needs. I say this every time and I hope that some take my suggestion and go to the Animal Planet Breed Selector. I will tell you that I have a bichon and 2 doxies. I had the older doxie in an apartment with me. He was really good, but I did have to work on his barking. You will for any dog. His energy needs were not really high, but I could meet many of them with a once a day walk and playing ball in the house.
I never had my bichon in an aparment, but would do great. Some bichons bark a lot, but mine does not. She is pretty good actually. She does not shed, but does require trips to the groomer. She is concider a good dog for allergies.

For your lifestyle and living arrangements, a cat would suit you a lot better. It is unfair to leave a dog cooped up in an apartment for "some hours". It is also poor judgement on your part to believe that he will not make noise or be happy in a situation like this. Boredom in canines can manifest in many different ways. One way is destroying your belongings while you're away. Another is maudlin howling that your neighbors will grow tired of faster than you know.
If you don't own a home with some property so that a dog can be a dog, you are doing the animal an injustice.
Get a cat instead.

Shi Tzu is the type of dog you need. We had one for 15 years and it rarely barked, until it went blind around the age of 14. scared, that's why he was barking.
He was an awesome dog. He jus chills out all day. Very playful, but also a good lap dog. They are really smart too. Mine sat, laid down, etc.. They are small enough to cage train easily, and running around an apartment will be some decent exercise for that little munchkin. They love going places. Mine used to ride in the car with my mom everywhere. The males are pretty cheap too.
They are hypoallergenic, so most people will not react to them. I personally am allergic to dog and cat dander, and my dog never gave me any rashes or sore throats.
These dogs have great temperment and would be perfect fit for your description. Plus they are cute!! At least wit a puppy cut. This dog will need to be groomed periodically as it has hair like a humans, not a dogs. It gets really long. They don't shed either.
What else could you ask for in a small dog??

"will walk it however often is necessary, twice a day even, " thats not an even thats a "NOT EVEN ENOUGH" for a dog whos living in an apartment, id say at least twice better 3 times..... to your question: (Miniature) Bullterrier or pitbull is the dog your looking for, size depending on the size of your place; small place, miniature, bigger place standart bullterrier or pitbull Great with other pets, very f-ing loyal, not a drooler at all, they usually dont bark that much and even the miniatures are great for protection, plus if you ever have kids in the future (dogs live for quite some time) they love kids and kids love them...... BUT.... as with all dogs, obedience should not be forgotten, especially with these fellas. they dont have an overly aggressive nature they r rather clownish always begging for attention, that needs to be controlled. You also shouldnt make a big point out of him protecting you, dogs do that naturally, i never had to train my dogs to protect me, if they love you enough they will kill and die for you, coz theyr dogs. If you however decide to train him to bite and protect, its your own fault. The dog will develop a tendecy to use what you taught it to get more attention from you, like protecting you when its not even necessary, thats how most of the pitbull incedents i witnessed happen! Plus all these brainless mooks that use their pitties and bullies to hide their very small pieces of genetalia, you dont wanna be thrown in the mix with them, if you get a Bullterrier or a Pitbull and train it to be a great allrounder people will love your dog, coz its so different from what they expect AND, most importantly, you make them think about the preformulated notions in their heads...... as you seem to be a firsttime owner, id advise you to get the miniature bullterrier and find a good dogschool where you and your dog learn to work together right from the start, promise? if not you dont, and thats with any dog, you will not be happy the dog will not be happy, you guys wont understand each other and sooner or later, your dog will either do something stupid coz its just gone gaga or you might lose your affection to dogs and it will end up in the shelter, with a billion other Pitbulls and bullterriers, where you should get yours from and not from someone whos breeding em in his apartment (tho ive seen worse, which doesnt make it better) anyway: think wise before you make a decision! then think again and if your gettin the same result go to your local shelter and take your time finding the right dog for you or let yourself be the right human for one of the dogs, both work best together *grin* good luck and have fun

any dog...but the apartment manager may tell you certain breeds are not allowed (usually the larger dog breeds). Dogs make noise you cannot stop this...especially when your not home, so theres work on your part to help them keep quite.....barking is ok just not allot of barking.

Why do you not want the dog to make noise?? It sounds like you are not suppose to have a dog at the apt complex you live in and will kicked out of it if they find out about the dog. I think it is mean to keep a dog cooped up in an apt anyways. Why don't you get your own home and then you could have as many dogs as you want and they can go outside and run around?

I read an article about allergies, they say Maltese are good because the fur is more like human hair. They get to 7 lbs or so and don't shed. They do take a lot of grooming or keep the fur trimmed short. Good Luck I love dogs.

Any dog can be that (except for the allergies) - it's all about how you train them and making sure they get enough exercise. For the allergies, it depends on what the specific allergy is as to what you want to avoid. If it's a hair allergy, go for short haired breeds. If it's a skin allergy, you'll want to avoid dogs in general, as any breed drops skin cells constantly. If you are worried about the dogs behavior and aren't confident that you can train them to be what you are looking for, go to your local humane society and rescue programs. The foster parents/shelter will have a good idea whether or not any specific dog wil be a good match for you.

Can't say if they won't make noise, but cockapoos are don't shed so it would be good for people with allergies and they don't mind apartments as long as you take him for 3 walks a day and let him out just to go in between walks.
