I'm convinced you can't (since you can't walk along the hard shoulder except in an emergency), but my friend seems to think that there isn't a law against it, so therefore you can.

Since you can't ride a pushbike or a moped on the motorway, surely you can't ride a horse?!

Rule 227 in the Highway Code states that:

Motorways MUST NOT be used by pedestrians, holders of provisional car or motorcycle driving licences unless exempt, riders of motorcycles under 50cc, cyclists and HORSE RIDERS. Certain slow-moving vehicles and those carrying oversized loads (except by special permission), agricultural vehicles and most invalid carriages are also prohibited.

Well you aren't allowed by law to cycle down a motorway....and a bike is totally predicatable and i'm pretty sure none of them get scared by the traffic so i would imagine that you wouldn't be allowed to ride a horse. Some can spook with traffic, and with the speeds cars travel on the motorway i'd say you'd have to have a deathwish to ride a horse whether its legal or not

Remember cities all have zoning laws. You first need to check if you are in a zone that allows horses. You may also have to get a permit. Some cities do not allow horse riding. You will have to check with local police about the rules. Some cities are trails only.

No, horses are considered a danger on the motorway due to their hooves dinging all the car doors in the rush hour queues. Did your pal honestly think that you could....too many Die Hard films I would say, yipee kie eh!

One wonders if a horse would know to use the emergency phones too? and if the R-Hay-C would help?

Not enough cc's and only one horse power.

But still No!.

If you are Care in the Community you could try it though. Lets face it others are doing a thing called 'tomb-stoning'

If you can control a panicking horse and avoid being killed by a truck or a moron driving at 120 mph on the hard shoulder; start a blog about your experience.

Perhaps the RSPCA may be interested too.

no, it is against regulations to ride a horse on a motorway...but it can be used under certain circumstances...ie the M8 is the nearest to us and permission was granted for a funeral cortege using a horse drawn carriages to use the motorway with police motorbike escorts

No. Definitely no horses on motorways. And even if it WERE legal, I don't think the horse would appreciate it.

to travel on motorway must be a vehicle that has a minimum size of 50cc (excluding agricultural tractors which are also forbidden) pedestrians and pedestrian controlled vehicles are also forbidden

Pedestrians, bicycles, horses and agricultural vehicles are banned, as are scooters, invalid carriages and learner drivers
