The company I work for offers referral bonuses - if I were to recommend a somebody as a candidate, and that person gets hired and remains for at least 3 months - I would be paid a referral bonus.

Here's my thought - I would post a "help wanted" ad online - probably Craigslist - and screen resumes...if I get a good one or two I would submit them to the HR dept. here, and tell the candidate to see that we are friends.

If that person gets hired - voila! - referral bonus for me...

Any legal issues with this??

The fundamental flaw in your plan is that you are going to have to convince complete strangers to lie for you so that you can profit. I know I wouldn't do it...

Several... Mainly that you are not a qualified HR Specialist, nor a head hunter.

The "referral bonus" is supposed to be if you refer someone you know personally. One set of questions they will almost be guaranteed to ask is how has the candidate known you, how well, and for how long?
