Absolutely where a tie and at least a sport jacket. You are trying to make an impression. Recruiters are basically matching resumes with job orders and really are working for the hiring client. Most recruiters send the client company a stack of resumes and wait to hear about who the company wishes to interview. If they submit your resume and the company passes on you, you are pretty much dead to them regardless of how you dress. If another position opens up that you would be right for, you would probably have to resubmitt your resume for that position.
But there are a few recruiters that are really good at their job and do work with people that they feel are more marketable. You absolutely want them to have confidence in sending you out on an interview. It never hurts to overdress.
I'm a systems analyst and for the past 10 years I have gotten 100% of my work through recruiters and agencies for one good reason. They are better negotiators than I am and have gotten me more money and benefits than I would of probably gotten on my own. So I have numerous friends now that are recruiters and they all started out with a first impression.

This is your second interview so you saw how the employees dress in the office not its okay to dress like them but if the men wear suits in the office you do the same. Never go underdress

They are viewing it as an interview, you should too. You should always dress the way you would for any other kind of interview for a job. They want to know that you have what it takes; they like your resume, or they would not have called you. This is to check out everything else ie. appropriate dress, attitude, personality etc. Give them everything you've got; you are trying to impress them.

Jeans and t-shirt are definately not the way to go...
However, a 3 peice suit is not the way to go either.
Try to go "semi-formal"...good slacks, dressy shirt and nice shoes...plus the manditory good physical and oral hygene. ;) Tie is optional, although if it looks good, wear it. :D
