A whiney person is one who complains, in an irritating high-pitched tone, for an unreasonably long time. My three year old gets whiney at night. "I want ice creeeeeaam" he whines., and then he might cry, trying to get me to give him what he wants.

Whining is manipulative. It's a tool for getting what you want.

Two versions:
1. whine like a dog, short of an actual howl, tone of voice used by a person to explain their mistakes to a Superior.

2. Another word would be the sound made by a horse a whiney, short sharp sound.

As said above, whiney is a person that complains a lot. It's mostly referred to childs because the word implies a sort of crying/sobbing. Like when a boy wants a toy and he's told that he can't have it... he starts whinying and making complain-like noises.

It's also used for some animal sounds.
