That is why all of the Circuit boxes are in the basements.......... Sometimes if the force needs to be transformed you will see an area built above ground surrounded by barbed wire, etc. with a transformer in it.

most power lines terminate at substations around the perimeter of a city the voltage is then reduced for commercial and industrial use and feed underground overhead high tension lines would be very dangerous and get in the way

Yes, they do. These days, we have moved away from the old-fashioned power line and have advanced to the underground hide and seek method. With much of that below the surface, the community remains a little less congested and prettier.

Most cities have eliminated power lines. Instead, the lines are run underground. The reasons are numerous: saves space, more aesthetically pleasing, safer, etc.

Sure they do - how do you think the electricity gets routed around? A lot of cities put their utilities (power, gas, water, sewage) below ground. Saves space above ground and makes for somewhat easier maintanence.
