Has anyone had this problem? What was cure? What tests would you recommend?

Fan Relay switch is stuck open. This of course assumes your temperature sensor is working appropriately. Which I assumed since you seem to know that the engine is running hot.

Replace the fan relay switch. The relay switch is tripped when the temperature sensor tells the computer the engine is too hot.

Until you get the relay switch replaced, you can either by-pass the relay switch and directly connect the fans to the battery, or turn on your A/C ALL the time and use it at a minimum setting. This will keep the cooling fans running at all times.

What the other guys aren't saying is that the Jettas had cooling troubles from the start. And what your getting is all of the answers combined, relays-etc this was due to the engine materials iron block and alloy heads all come to these problems. Had one of the 1st Jettas and what crap 1986 and all the trouble, VW had recalls on there cooling areas and the heater box was part of this area.

Your engine has 2 fan relays. One turns on when the engine gets hot, the other when you turn on your a/c. If you can locate these relays, swap places with them and see if the fan runs when you turn on the a/c. If the fan does not come on the relay is bad. If the fan comes on, the engine temperature sensor is bad.
