yes. The UV rays from the sun penetrate the windows, just as they'll penetrate a light cloudcover. So ya, on overcast days you can still get sunburnt even if its not the typical effects.

Regular glass won't effect wether or not you'd get sunburnt or not. If the window has been specially treated or tinted it could lessen or eliminate the damage.
