You should look at the background behind this:
In New England towns and cities there's been crackdowns on illegal immigrants. They catch them working in factories and deport them.
The problem is that these immigrants have children at home, some of them who have been born in America. So when the parents are sent back to Mexico, the children are placed in foster care. Now there are even more children in foster care than before and foster homes are getting full.
So in response places like that town in Connecticut are offering ID's.
EDIT: I didn't answer the question, just shed some light on it. I don't want to answer one way and have the other side bash me for it.

I think any city that does anything like this should have all federal and state funds that are usually sent their way,for any purpose,cut off immediately. This is no different than aiding and abetting a criminal. To me programs like this,and the cities out there that make themselves sanctuary cities,are criminal acts.

Oh my god! They're offering ID cards to illegal immigrants, the next step could be for them to assist them in becoming legal citizens. Gimme a break!
Sarcasm aside, I'm all for it. Got a problem with Mexicans being integrated into a community? It's refreshing to see that at least one city in this country isn't xenophobic. It should continue, the only reason people are opposed to it is because they're scared of the fact that the hispanic population is going to surpass the white population of the city someday.

So let me get this right...
Illegal immigration is against the law...they are giving criminals IDs...aren't they in turn breaking the law?
Do they do this for American citizens with warrants out for their arrest so that they aren't arrested too?
