If the steak is handled and stored properly, the the chances of becoming ill are very very low.

Most of the bad bacteria is on the steak's surface and are destroyed at temperatures above 140F (some say 160F).
Grilling/cooking a steak kills the surface bacteria since the grill is way hotter than 160F, so a rare steak is NOT an illness waiting to happen.

Only if it is improperly processed. The problem in raw meat is that cooks no longer wash meat to remove surface bacteria. When meat is left unwashed the bacteria thrive at the low cook temp of rare meat and even more so in the raw meat as used in steak tartare. Proper processing and cleaning of meat removes impurities and eliminates illness. It is short cuts that the kitchen makes that cause illness. Between cooks and prep staff that don't wash their hands and then not washing the meat and keeping surfaces immaculate - I understand why people get sick on any raw or barely cooked foods.

I have been eating rare steak for at least 10 years (and my parents have been doing it for 40+ years) and none of us have ever gotten sick.

Not unless its severley undercooked, but it is common in rare steaks, that is why in restoronts they only serve it medium at the least cooked.

Hope that helps!
