I haven't heard that; the last I heard was they were considering letting the no-fault PIP coverage provisions sunset. If they let that dog die and drop the 5.5% income tax, (plus the other half-dozen taxes they collect) they could encourage insurers to return to the state.
If they drop the auto requirement law, they would be the only state in the US. I don't think that would look good for their legislature.

Your talking about the no-fault insurance.
That is your PIP coverage. They have not decided if they will contiune to mandate pip in florida, if they dont make pip manditory any longer all that means is you better hope the person who hits you is driving with bodily injury coverage. Plenty of people dont, if they dont have it you will have to go to court and sue them for somthing they probably dont have, money. Leaving all your medical bills up to you.
If this happens you better have good health insurance or go down to your agent and purchase the most medical payments coverage you can afford.
Your premium will go down a few dollars though.

the Legislature has refused to pass a law extending the requirement, AND the Governor is rumored to be considering a special session of the Legislature which will pass a bill that would require it.
So, don't get your hopes up. It'll likely still be required even though we don't know exactly what will be required.

I seriously doubt it. Why would anybody want to drive without it anyway? I personally think if you can't afford insurance, then you can't afford a vehicle.
