"Safety standards and Regulations in rail transportation" &
"Safety factors in freight transportation"

Each railroad has it's own safety standards and manuals as do the railraod unions.

In the USA the Federal Railroad Adminstration sets the overal standards and guidelines. In the the UK it's the Rail Safety Board. Each country has their own such board.

Browse the FRA & RSB sites, you find lots and lots of data there.

Also try the sites for the big US RR's UP, CSX, Norfolk & Southern.

The RR unions also have safety sections on their webstites

Do a web search of 49 cfr this will show the safety standards for transportation.
