Why can't anyone confess Jesus Christ their LORD except by the Holy Ghost?

I have heard people confess as mocking & this is clearly not of the Holy Ghost. So, to honestly from ones heart confess Jesus Christ their LORD unto Jesus & God the Father?

1Cor12:3 ...to undertstand than no one speaking by the Spirit of God calls Jesus accursed: & no one can say Jesus is the Lord, but by the Holy Ghost.

We get many people claiming others aren't Christian because they don't follow the same doctrines. Clearly in this verse Paul is emphasizing that a proclaimation of faith in Jesus Christ is the same regardless of doctrine.
