Because they didn't dial 911 for emergencies back then. You dialed 0 (which was the closest number) for the operator.

Because the rotary phones didn't use a tone to make calls like the current generation does. It used pulses. Dialing 1 would give one pulse, dialing 9 would give 9 pulses.

Uhhhh, if memory serves, the zero was the furthest. They were in order from 1 to 9, followed by zero last.

Because, they wanted it to be in order. It gets annoying when all the exchanges in my city are 931, 933, and 937.
