Yes.

A person hoping to qualify for baptism as an adherent of the Christian Congregation of Jehovah's Witnesses is not disqualified because of unpaid/unfiled income taxes, driving without insurance, or being an undocumented immigrant. Of course, such a "Christian" would hardly qualify for any privileges in the congregation and perhaps jeopardizes his very salvation by his failure to be sufficiently respectful of the "superior authorities".

We abide by the law of the land.
As far as I know (which ain't much, by some standards)
they could be, studying and such, yes.
But by the same hand,
the person would have to get legal permission
to be in this country, before Baptism.
Officially, becoming 1 of Jehovah's Witnesses.
But, I am not an Elder.
So if there's more to it than that, I don't know.

A person is not one of Jehovah's Witnesses until he or she has made a personal dedication to serve Jehovah, and has symbolized this by baptism.

A Witness is then obligated to obey all of "Caesar's" laws (that do not conflict with God's laws), including laws on immigration. Therefore, the Witness will make all reasonable efforts to become "legal."

Because legalization is a process, it may take some time. But the Witness will put forth all necessary personal efforts to accomplish this.

Yes! They can become a Jehovah's Witnesses. There is no legal status to serve Jehovah. Jehovah created the Earth, and Satan with the help of man created borders in this Earth. The only thing they can't have are priviledges within Jehovah's organization.

I know some that are illegal that are studing with JWs.....They were already here....So since they are here, they want to know more about the Bible, they are being studied with. It's one of those circumstances when we are out door to door and we meet people and they show interest in the Bible and Jehovah. If they progress, Will they ever have a 'postion' in the congregation? No. But can they go on with their studies and become one of Jehovahs people, yes. We will NEVER turn anyone away from learning about Jehovah, and his promises. If they ever got in a position to return to where they were from, or wanted to, they would have a Christian family to return to since we are a unitied family worldwide family.
(Like the above person mentioned, many times we don't understand circumstances. Maybe money is an issue, maybe family is here now, they can not go back)

I wanted to add that they could have a postion in the congregation ONLY after they are legal in the states, or after they returned. Its being Illegal that makes so that can not have a postion in the Christian Congregation. Just wanted to make sure I cleared that up. :) This is my understanding on the matter and I have talked about this many times with my family since my sister in law came from out of states, though she is here legally. We know of a few different ones who are here illegal that are studing tho.

I cannot speak for everyones plight but the Witnesses I know would never knowingly disrespect the law. Now some may have legally come here to work and their work card ran out and they have no money to return.

"Time and circumstance befalls us all."

But to blatantly break the law...I doubt it.
