I live in a small apt complex. We are not supposed to have any pets inside (i'm not sure about outside) I do not have the money to take the mama cat and kittens to the vet for their shots. I don't want to take them to the pound because they will be put down. The kittens are only 2 weeks old. Nobody in my complex has been feeding the mama cat, therefore the kittens aren't getting enough nutrients to stay alive.
What should I do?

FEED the mother and put a bowl of water where she can get to it. She needs as much food as she can get.

I'd call the landlord and ask again about the policy, not mentioning the mother cat outside. If it's still a 'no', call around to the different vets and ask if they have the number of local foster homes or cat rescue groups. They'll take in the family for you.

Find the nearest animal center to you, even if you have to drive to the next town. They can give you a live trap (hopefully). This is just a cage with an opening and you put food in it, when an animal goes in the door shuts. Its the best way to catch a cat, and harmless for them. Seeing as how its winter, only put the trap out when you are home, don't want to trap a kitty and have it freeze to death. Keep a good eye on it, check it every 30 minutes. If anybody asks, tell them the humane society (or Canadian equivalent) is going to take the cats. You can borrow a cat carrier or two from them as well, because you probably won't catch all of them at one time. Feral cats can be scary when they scratch and bite, but if you put on a jacket and some leather winter gloves, they won't be able to scratch you when you're removing them from the live trap. Another option is to plug up the hole they run into when you know they're not in there, then just catch them by hand. They will run under the porch and have nowhere to go and hopefully you can corner them. Might want to bring a friend to help you if you go for that option.

Research No-Kill shelters in your area. I would give you links if I knew what city you were in. A No-Kill shelter will be willing to atleast help you with placing the kittens and mama in a shelter or foster home.

Call the humane society...they will not put them down that's for sure...they will take care of them until they are ready to be put up for adoption...and believe me kittens will find a new home very fast...if you just leave them there the chances are that they wont survive...believe me tha humane society will not put down an animal unless it is very sick or extremely dangerous...
