i think it should say "I hope u receive this no too long after ur birthday" but i dont think it matters

I think that's fine. The receiver will be in no doubt as to the sense of your words. It may be more gramatically correct to say "I hope it was not too long after your birthday when you received this", but I think either would be OK.

Yes that's right. There are some other ways of saying the exact same thing, but since you've already got a grammatically correct sentence, stick with it.

That sounds correct. One could also say, "I hope you received this soon after your birthday."
