Why in the world would you want to waste all this money? Out of the 5K tattoo designs, just how many will you use the stencils for?

Professional tattoo artists only make stencils of the artwork that is going to be tattooed (besides most are customized if not fully custom to begin with.)

go to ebay look up stencil machine buy one that works with your program (windows 98 2000 xp vista) they are cheaper than a 3m thermal transfer but they are faster

3m therma-fax quick easy and very expensive to buy,and they break down over extended use, better off doing it by hand and on a need to use basis since some of your designs may need to be enlarged or made smaller or customized to the customer

Good lord dude...do you have 5,000 customers lined up out the door or something? Do them as you need them..sheesh...too much time and money on your hands..obviously.
