Well consider a pug or mutt from a shelter

http://www.petfinder.com
they tell you about their personalities
all shots
house broken
trained
$75-$200
what more can you ask for?!!?!?!?!?
mutts cant be inbred so they dont usually have alot of health problems, plus they are great loveable dogs!!!

Any breed or mixed breed will bark at any noise it considers strange. Sometimes one gets lucky but generally a dog has to be trained not to bark. The base reason for so many shelter dogs is that so many people expect a dog to be automatically good based on breed and neglect to socialize and train the dog. When they are not, they are dumped and another try made fueling the demand for puppies.

Whatever small breed/mixed puppy you fall in love with that reciprocates automatically (ie, picks you) is the best for you. Breeds only give an idea of what temperament and disposition a dog will have. There is far too much individual differences for it to be any more then that.

Any breed of dog as long as you provide sufficient exercise outdoors. Most dogs aren't terribly active indoors. For instance I have kept large dogs in apartments before my current one is 115lbs but I ensure they receive lots of time outside.

Really any breed can be trained to or discouraged from barking. I would stay away from the guard, herding or hound groups because they tend to be more vocal about people on their property and unfortunately dogs tend to think the hallways is their personal property.

Try to remember each dog in the litter may or may not behave the way mom, dad or the other litter mates act. Focus more on picking a pup that suits your personality and then find a good trainer and train your new pup well.

Pugs are lovable small dogs.
The pros:
-They dont bark a lot
-Very smart and easy to train (housetrain, tricks)
-Can do ok without a garden
-They are clowns by nature, they will make you laugh, they have very expressive faces
-No special needs for their hair
-Very good with children
-They are friendly with visits as well
-More calm temperament than most miniature breeds.
-Excellent guardians and company

Cons
-If you do not take good care in their feeding they can be prone to obessity
-due to their eyes, they can be prone to eye injuries
-They may have trouble with a very hot or very cold weather
-Some may see it as a con, but I find it adorable, the pug "snort" a sound they tend to make quite often.

I've had a boxer, a german sheepard, and recently a pug.
The pug has been the best, easy to housebroke, very lovable, gets along with visits with no problem, well behaved when we take it out to the street to walk. We live in an apartment and our neighboors didnt even notice we had a dog until they saw us walking her because she hardly ever barks, unlike the other dogs that live in the apartment complex (chihuahua, and yorkie)

charles spaniel may be good. any small or medium sized dogs really, the rest is just how you train it, you maybe better off adopting a pet because in an apartment you have little or no garden, so a puppy won't have much room for running around in.

I'd say for an apartment...one of the following:

Toy Poodle

Chihuahua

Beagle (I own one of these :) )

Yorkies (actually any Terriers)

Chinese Crested Lions (from what I've heard they are barkless and tiny)

Pug

Sharpei

Pomeranian

Shitzu

Pekingnese

or a Mini Pin. (<---Miniture Pinscher)

well its not one of the dogs you asked about but you might consider a manchester terrier because they are very small dogs and they look like dobermans but are not as tempermental and they dont bark as much as a small dog usually does so you might want to look into it. i hope o helped.
