Not sure about mandatory imprisonment, but they should have some punishment. unfortunately most people that do light bushfires have some sort of medical condition where they are attracted to fire. If they can't be controlled they should be kept somewhere where they can't go and light bushfires. They need to be watched constantly!

Your argument would have to include that many people lighting bush fires are doing it deliberately but simply because they're angry at the world, like fire itself or are doing it in revenge for something. These people are not dangerous to the community but would greatly benefit from psychiatric assistance to help with there problems. It is unjust to punish everyone equally if they are acting for so many different reasons. Each case should be handled separately so a universally punishment is unjust.

Bush fires are horrible, animals get burned/die, lose their homes/habitat and sometimes ppl do too.

So yeah, unless it was an accident.
