It means your directory is corrupted from either adding and or deleting neccesary files or you have 1 or more programs that are corrupt.
Your Operating System in it's day was very good and very stable. However it has long since been outdated and your only hope I'm afraid is to erase and re-Install the Operating System to get rid of the error message.
One last thing a registry entry could also have been deleted, from unInstalling a Virus software, some of the older versions of certian ones were very bad about doing that little trick.

Sounds like you had some sort of a virus or spyware infection and you used a program to delete it. But only part of the program was deleted and it is still trying to load up with windows in the startup.

My suggestion is this.....

When the computer is booting up and it's on the black screen , right after it counts the memory. Tap on your F8 key a few times until you get the Safe mode Screen . Chose Safe Mode without networking support.

Once in safe mode.. go to ...

START
RUN
type in : msconfig
click OK or hit enter on your keyboard

Once under msconfig, go to the startup (tab). Scroll the list of programs and look for the program that is starting in the location that ends with shell33.dll , and remove the checkmark out of that program so that it doesn't start up and look for it when windows boots.

Good Luck

Do a web search and find the application. Place it in the system folder.
