It means exactly what it says, we have all sinned. God has set the standard of perfection and we fall short because of that sin in our lives. James 2:10 - For whoever shall keep the whole law, and yet stumble in one point, he is guilty of all.
No one is good enough. "There is no one righteous, not even one;"
But it doesn't end there read on.....

God loves us, even though we are sinners. "But God demonstrates His Love for us, in this: while we were still sinners, Christ died for us." - Romans 5:8 4. The provision - God's Gift. "For the wages of sin is death, but the gift of God is eternal life in Christ Jesus our Lord." - Romans 6:23 "For it is by the grace you have been saved, through faith - and this not from yourselves, it is the gift of God - not by works, so that no one can boast." - Ephesians 2:8-9 5. There must be repentance of sin (turning away from sin). "Repent and believe the Good News!" - Mark 1:15 6. The required action - believe and confess. "That if you confess with your mouth, 'Jesus is Lord,' and believe in your heart that God raised him from the dead, YOU WILL BE SAVED. For it is with your heart that you believe and are justified, and it is with your mouth that you confess and are saved." - Romans 10:9-10 7. The result - Salvation. "Everyone who calls on the name of the Lord WILL BE SAVED." - Romans 10:13 "Salvation is found in no one else, for there is no other name under heaven given to men by which we must be saved." - Acts 4:12

Just Sarah has pretty much answered your question dude. Look at Ex. 20 in your Bible. Here you'll find the Ten Commandments or Law of God.

Ever told a lie?
Ever lusted after someone?
Ever murdered anyone?

“You have heard that it was said to those of old, ‘You shall not commit adultery.’ But I say to you that whoever looks at a woman to lust for her has already committed adultery with her in his heart. Matt 5:27-28

Whoever hates his brother is a murderer, and you know that no murderer has eternal life abiding in him. 1 John 3:15

Have you done those things? That was what Paul meant by "We all have sinned".

And as it is appointed for men to die once, but after this the judgment. Heb. 9:27

But the cowardly, unbelieving, abominable, murderers, sexually immoral, sorcerers, idolaters, and all liars shall have their part in the lake which burns with fire and brimstone, which is the second death.” Rev. 21:8

Those who don't repent or fail to repent will spend eternity in the lake of fire.

The perfect example of repentance is found in Psalm 51. To repent means to turn from sin to God.

“The time is fulfilled, and the kingdom of God is at hand. Repent, and believe in the gospel.” Mark 1:15

I tell you, no; but unless you repent you will all likewise perish. Luke 13:3

STOP taking a small part of a Bible passage and trying to make more of it than there is to it. The passage you refer to is very self evident in meaning! Try Reading it in "CONTEXT" to the whole Scripture, it might be easier to comprehend!

There is no difference, 23 for all have sinned and fall short of the glory of God, 24 and are justified freely by his grace through the redemption that came by Christ Jesus. 25 God presented him as a sacrifice of atonement,[i] through faith in his blood. He did this to demonstrate his justice, because in his forbearance he had left the sins committed beforehand unpunished— 26 he did it to demonstrate his justice at the present time, so as to be just and the one who justifies those who have faith in Jesus.

He was explaining to the Romans that we can not be justified by our works before God for our works can not cover our sin. He goes on to explain that we have lost the part of us that was made in the image of God at the Garden of Eden as Adam forfieted that part of us and now all are under the curse of Adam. Therefore all have sinned and come short of the glory of God and our only hope is to believe that the blood sacrifice of Jesus covers our sin. We are redeemed because his righteousness paid for our unrighteousness, but we must accept and believe that it is enough. "It is finished" He cried and then he gave up the ghost.

It means exactly what it says... that all have sinned in thought, word or deed. Even one sin is enough to condemn you to hell if it goes unforgiven. God is perfect so his standard of judgement is perfection and no one can possibly live up to it without the righteousness of Christ. That's why Jesus died to pay the price for your sins... so you wouldn't have to. Repent of your sins (admit they are wrong and undertake not to do them anymore) and place your absolute faith and trust in Jesus Christ (like you would in a parachute) and you will be forgiven... it will be as though you had never sinned in the first place. God promises not only to forgive our sins but to *forget* them.

Heaven or hell... it's your choice. That's what free will is all about.

He was talking about everybody being sinful. There's nothing you can do about it. You are born into sin. Romans 3:23"All have sinned, and fallen short of the Glory of God." If you continue to read the passage, it says

Basically, you are sinful, but because Jesus sacrificed his own life and died on the cross, we are saved. John 3:16
16"For God so loved the world that he gave his one and only Son,[a] that whoever believes in him shall not perish but have eternal life.

You can only get to the Father through the Son. If you must believe in Jesus Christ as your savior, and you will get to heaven.

Being born in the world of sin therefore, sex is a sin. It's fornication in the eyes of the Lord. Adam and Eve knew nothing of themselves. They didn't even know what nudity was until they ate of the forbidden fruit. Alas, God comes to the garden and finds them hiding in the bush and asks why they were hiding and it was then that they found out that they were not blind to the truth anymore and then they were cast out of the garden forever. It is because of Adam and Eve why we are sinners to this day. Well, Satan actually preyed upon them but, they were the first man and woman.

Mans best efforts are like filthy rags to God. Christ is the only man who never sinned because he was God in the flesh. Everyone else is a sinner and Jesus came not for the rightous but for sinners. Mormons on the other hand believe that it is by perfect obedience to the Book of Mormon that one can achieve godhood, that Christ's blood was not enough to satisfy.

All of mankind screws up and can't measure up to perfection.
This is what the law was meant to show.
Christ did live perfection and showed us the way. Because He was/is perfect He didn't deserve death like the rest of us but because of that He also is the only one that could take our place for what we deserve.

Contrast this with all religions that teach that you can do something to make up for your shortcomings.
This doesn't even wash in human courts. What judge would accept the defense of "I gave it to charity" and "I am a soccer mom" for a crime? The only thing that matters is guilt or innocence for what is under question not unrelated life stories.

A sin is a mistake right ?
We all make mistake as long as we learn from that mistake is what counts for our own personal growth
We have all lived many lifetimes and with that we have made many mistakes which has created our own karma which does follow us from one lifetime to another
It is a Karmic dept we have to pay and we can balance out with the Law of Grace
What goes around comes around : )
