I have a friend who had a warrant out for an unpaid ticket, I was with him at the DMV when he got his CA ID card. He was not arrested, however, they did mention the warrant to him and gave him a print out of which courthouse it was at.

Now, depending on what your friend's warrant is for, she should not have any problems. However, if her warrant is for something more serious than a ticket, she may want to reconsider. They may not even allow her to get the ID card if it is a felony warrant.
Otherwise, she needs to stop worrying and just go in.

The DMV will not arrest her, though the police officer normally stationed at the DMV could.

No, the application for drivers tests / ID cards doesn't include a background check. The police though have access to DMV records, so they may be able to use the application info to track her down.

Tell your friend to relax and just go down to DMV and renew her Ca ID. I don't think it's that big of a deal.
She must have a warrant for something else but I don't think it has anything to do with her CA ID. I think she must have a problem with her CA driver's license and that's why she has a warrant. Did she fail to appear in court? Or did she fail to pay her ticket? Did she ever have a Driver's license? I guess they can revoke her Ca Id if she has skipped bail. Who knows. You need to get more accurate information from your friend!

There are DMV Investigators who are armed and have police powers, but unless the warrant is traffic or vehicle related, your friend should be OK.
