My brother got one about a month ago and he likes it for the zoom, but I don't know how critical he is being. I have not handled it yet.

Shutter delay, the elapsed time between pressing the shutter and capturing an image, was almost instantaneous (less than 1/10 of a second) when pre-focused, and only 2 - 3/10 of a second including autofocus time. The Shot to shot delay averaged about 2.2 seconds without flash, and between 2.6 and 3.5 seconds with flash depending on subject distance and battery life. However, the LCD/EVF black out in between shots with and without the flash while the image is being processed, which is a critical time for framing the next shot.
"Shooters can choose from 2 modes of continuous shooting, Top 3 and Long Period. Top 3 allowed me to capture 3 frames in 1.3 seconds, surpassing Fujifilm's claim of 1.4fps. It then takes about 7 seconds for the camera to clear its buffer and shoot another set."
People tend to forget about using the continuous mode for their busy little subjects.

I don't have this camera, but have found a couple of reviews for you to have a look at.
From what I gather though, it's an ok 'budget' super zoom camera.
In it's favour...
10x optical zoom
full manual controls
a beautiful, high res. LCD screen
It uses AA size batteries (NiMH rechargeable)
it can use SD cards (a big plus, because Fuji traditionally only uses xD cards). If using xD cards, you should make sure you get 'H' type, which are faster than the 'M' type.
Some cons...
It has no image stabilizer
it does not support USB 2.0 (which means it will be slow if you connect your camera directly to the PC) But, ok if you use a card reader.
It only has a maximum shutter of 4 secs, which is ok, but not for long, night time exposures.
Slow at the wide end
Some questionable photo quality etc...
I suggest you read the reviews, and in particular the end 'conclusion' part...to see if it is the right camera for you.

I have seen this camera sold on sites like craigslist for really cheap, so I am guessing that they are nice but not the greatest. If money is the issue then I would have to say that this is a pretty good camera. I would recommend a Nikon, once you get more serious about photography.

Not good. There are many, many cameras much better!
www.dpreview.com is a good site, especially their "feature search".
If you need quick shots (necessary for fast kids), read the article at http://reviews.cnet.com/4321-6501_7-6544164.html as it covers both lag time issues and recommends some nice cameras.
