This is like asking what's the best taco stand in Mexico city there are over 8000 of them and as many opinions. If you want the REAL best you better have the bucks to ask and I mean real bucks.
Here's the short list.
Daniel
Per Se
Bolud
Peter Lugar
Sushi Yasuda
Masa
You may drop as much as $500.00 for two not incuding wine, cocktails or saki or you won't be dissapointed at any of the above.

That's a really hard one. I really think the best thing you should do is take a look at Zagats and pick a restaurant that hits your fancy. There are just so many restaurants in NY and what you consider not expensive may be different to someone else. Most good places in NY are expensive. You can always go to a place like the Barking Dog, which is inexpensive, good food, no atmosphere, or French Roast, the same thing, but quite noisy, good food, but a bit hard to hear. Both do have outside tables if it's a nice night. Also, Mustang Grill for Mexican, quite reasonable, also outside seating, also noisy inside. Great place to try is Carmines, one in the theater district, one on the upper westside. Certainly can't go wrong with that. Not expensive and big portions or great food.

Theres a really swank sexy place in SoHo called. KITTICHAI. it's not too expensive i'd say main is around 20-30. apps 8-12. Anyways it's inside the sixty thompson hotel. Located at 60 thompson st x broome and spring. Get the Chilean Sea Bass it is well known for that and i must say it is really out of this world, Rock Shrimps are excellent apps there too. The place plays lounge type music not too loud just enough to hold an itimate conversation. The decor is beautiful. It's a Rockwell design and the investors of the place had designed Feng Shui. Also has a really cool Birdcaged Fish Tank as you walk in... well hope this helps
ciao ciao

I'm 19 also. Philip-Marie is my favorite restaurant in Manhattan. It's on the corner of 11th Street and Hudson Street. It's small with great decor. You can eat either indoors or outdoors - both are lovely. The food is delicious and moderately priced. They make southwestern-style American food, usually with a French influence. I don't like pork myself, but all my friends love the pork chops. On weekends, you'll want to make a reservation just in case, but it's not horribly busy. For a birthday, I highly recommend Philip-Marie.

You cannot go to the best restaurants in NYC without a reservation. Some are six months in advance. Instead, try anything on 46th Street, Restaurant Row.

Great food. Located on the west side, near ninth avenue and 23 street (but I may be off a few blocks).
