Can a guy be best friends (only) with his ex girlfriend? Does that work?

She seems flirty with him and is always trying to get him to get together and do something. She has a boyfriend but seems to be pretty occupied with her ex too. She has his myspace password still and goes on it, things like that. He has asked her to back off but she says she is wanting to still be best friends. Does she just want him wrapped around her finger still? She will be flirty but when he advances, she gets mad.
