Try this, or following is an easier one to practice:
EASY, YUMMY OATMEAL COOKIES
Preheat oven to 350°F.
Melt 2 sticks butter. Pour over 1 cup brown sugar and 1 cup sugar. Add 2 eggs and 1 teaspoon vanilla. Mix.
Combine and blend thoroughly flour, soda, and salt.
Stir in oats and nuts. Drop by teaspoon onto greased baking sheet.
2 cups flour
1 teaspoon salt
1 teaspoon baking soda
3 cups quick oats
1 cup broken pecans
1 cup raisins
Bake 10-12 minutes.
easier:
BEST AND EASIEST SUGAR COOKIES
1 lg. (4 sticks) butter or 1/2 butter and 1/2 butter
1 1/2 c. sugar
3 1/2 c. flour
2 tsp. vanilla extract
Mix butter until fluffy. Gradually add sugar then flour and vanilla. Scoop in heaping spoonfuls. Put palm in sugar and flatten. Bake at 350 degrees for 15 minutes.

first of all make sure butter is at room temp....and oven is at right temp. With rolled cookies be careful not to use too much flour when rolling. Also make sure the baking powder and/or soda is fresh. Not rising could be either too much flour or old baking powder. You said they did not expand, that really sounds like batter to thick, too much flour.

Not knowing the recipe you used makes it difficult to know where you went wrong.
Did you preheat the oven? Were your eggs fresh? Did you put in the right amount of baking soda? Did you over-mix your batter? Did you add salt, spices, and vanilla?
It's really important to follow the recipe exactly when making cookies - it's a chemical reaction that causes baked goods to turn out properly. If you skip one thing, or substitute incorrectly, it is a recipe for disaster (pun intended).

Hon, did you follow the recipe exactly? Baking soda and baking powder not being used could cause your cookies to come out this way. Also, did you use sugar or salt? This is where most of the flavor comes from in cookies.

Sounds like it was too dry--did u forget the eggs? Or you might have put in too much flour. Baking powder or baking soda makes them expand--did you forget that? Try again and read the recipe very carefully.

did you make sure you added your baking powder or baking soda,if it caused for that because that is what makes cakes and cookoies rise. a tip if you have a recp. that causes for all pupose flour you need to add the baking soda or powder and the salt,but if you use self rising flour you do not have to use those ingrd because it already has it in it.i can help you better if I knew of all your ingredients.like the type of flour you used also

Sounds like you forgot to add the leavening.
Plus, you only roll out cookie dough if the recipe says to do so. I've NEVER seen an oatmeal-raisin cookie call for being rolled out... they are usually dropped into globs onto the cookie sheet.
I dunno... I think I'd find another recipe.
