and the chruch requires godparents certificate and they give me a copy would they have to notify the parents iam being godparent to another baby and how much is the copy to get it iam catholic

I am a catholic and never needed a paper to become a godparent or for being one. My children all have godparents and none of these people have "papers" either.

There is no limit on the number of godchildren one can have either.

Maybe the church has found a new way to raise funds.....

you can get a copy of your baptismal record from the church and it's a nominla handling/shipping fee.
you can be a Godparent time and time again - it's something spiritual, not legally binding in any way.

I am Godmother to 4 children so far and no one in the church has ever asked me if I am already a Godmother to another child. Its more of a ceremonial and spiritual title anymore-nothing legally binding that you have to raise the kids if the parents die, just be there for moral and spiritual support.
