for example, i painted my bathroom door peach because peach reminds me of my mother and i luv my mother
i would stay away from themes. if you're set on doing a theme, i would suggest you combine two themes and not just one because that might create boredom. there's no rule saying you can only do one theme

1] walk through your apartment - note what colors you already have, and which of those you like.
2] buy paintings or posters or photos you can frame and hang on blank walls - one to three in a group looks good.
3] purchase frames, mirrors with similar colors or materials -
oak or walnut, brass or chrome, enamel. you can re-arrange items later, and they will still look good together.
4] Living room - buy throw pillows in light, bright, or vivid colors that go with your furniture - a print with wall color, upholstery color, and a bight you like would be ideal.
Add a mirror across from windows [ to reflect light ], and artwork with a bit of the colors in it.
Some candlesticks in same material as frames, with a throw pillow colored candle, and a large plant [ even a fake ] in a pot the color of the pillows.
5] kitchen - put away all non-decorative items not needed every day, to reduce clutter.
Display a family heirloom, such as a ceramic pitcher or bowl, on counter or table. Or buy one you like, second-hand.
Get a runner, placemats, or valence in a fabric with the heirloom colors, or just ones you like.
6] bedroon - match bedding colors to windows, if possible. Add some extra bed pillows in the bedding colors [ no more than three colors, total ].
A beautiful painting, small wall quilt, or floral swag over the bed.
Add candles that match walls or bedding, and a small plant.
7] bath - match accessories [ soap dish, lotion dispenser, toothbrush holder, tissue box, trash bin, etc. to the shower curtains design or colors. Use the darkest color you like for the trash, toilet brush, rugs. Use lighter color for towels, fat short candle. Add a tiny vase with flowers or another plant.
8] hall, if any - put up collagesof family pix, friends, or vacation shots - stuff you enjoy remembering.

Paint adds so much warmth and it's cheap. If you've never painted though be sure to get good instructions on that so you don't make a big mess. Even just painting one accent wall with help warm things up. Also, plants and candles go a long way for coziness. Accent rugs and cheap and colorful too. Use sheets for curtains.

Since you usually are not allowed to paint, you have to find color in your furniture, fabrics, and rugs. Choose color combos that you like and add them in your pillows and accessories. Throw a large accent rug under your furniture arrangement that picks up your colors. Soften a white wall with a tapestry or colorful groupings of art. Find interesting accessories and do them in different heights.

First go with a minimalist style, u get to buy less stuff. Second, painting is the biggest change you can make without spending a lot of money. have a painting party with your friends. u can paint monotone stripes, for interest.

Paint can add a lot of color without spending too much.
Paint them a soft green, blue, or yellow. These are easy to work with.

Textiles make or break a room. Coordinate sophisticated(or not!) curtains, pillows, bedding, tablecloths, and even pet beds! Dont shy away from sewing! Its super-easy to make pillows, curtains, and tablecloths(with a sewing machine if you have one). Make huge floor pillows in place of chairs.
