No, God is not "OK" with such behavior.
Guilt or "shame" from God is the type that inspires you to go beyond yourself and improve. It inspires you to change your ways to more Godlike ways, to follow the example set by Jesus while he walked on the Earth.
Satan, too, can tweak your emotions. When you feel such intense shame that you are immobilized and fearful, you are letting Satan have his way with you. Imagine that Satan is rolling on the floor laughing and pointing at you. Got you good, didn't he?
God did not give us a spirit of fear, but one of boldness.
No error you commit against another should cause you to avoid the person out of fear or shame or guilt.
Pray to God that you will be able to recognize that spirit of boldness, and pray that Satan gets out of your way so you can be the person you are designed to be.
Then go and make things right with that friend. If he was a true friend, he will hear you. It might take him a little while to go ahead and forgive, but be patient.

Ask God...not one person in the world can tell you what He would say! but most likely, you will just have to bite the bullet and apologize in order to overcome this feeling of guilt.

A invisible old man in the sky is of no interest to me, but my friend would be. I would apologize at once, instantly, sincerely. Tens of thousands of gods have come along but a true friend is real and of value.

We all have lapses in judgment. You already feel awful about it. Swallow your pride, and go make amends.
Heal the relationship (reconciliation is a Biblical precept.).
Mt 5:25 Agree with thine adversary quickly, whiles thou art in the way with him; lest at any time the adversary deliver thee to the judge, and the judge deliver thee to the officer, and thou be cast into prison.

Don't worry about what a god might think. Think about how those people feel. It takes courage to admit when you are wrong and to apologize.

Just give that person a hug. I really think that God has more important things to worry about.
