Most hotels in Cairns have a sea view.
The Esplanade in the city, Trinity Beach or Palm Cove I would suggest.

The Acacia Court is cheap and has ocean view rooms. Buffet breakfast every morning, nice pool, and bar. Rooms aren't too fancy but the view is incredible.
