Would I have to take the blinds off, and if so, how? Would I need a professional to do it?

We utilize both. Since the blinds are inside the "cutout" for the window, we mounted the curtain rod just above the top part of the window & stretched it out long enough to cover the entire opening. That way, you can have dark, filtered light, or (if you open the blinds) full light.
You shouldn't need a professional -- I've always done mine by myself using a pencil, tape measure, a small torpedo level, a cordless drill and plastic wall anchors if necessary.

If you'd rather take the blinds down, they're usually pretty easy to dismantle. Pull them all the way up. There's probably a set of bracket clips at the top that should be pretty obvious how they open. Unclip/open them & pull the blinds out. Easy.

Most blinds, except for the larger vertical ones, are installed inside the window frame. Curtains are usually hung on rods above and outside the frame. If your blinds are on rods above and outside the frame, you will probably need to remove the before hanging curtains. You can probably just replace the rods with curtain rods.

Curtains are meant to be hung on a rod above the window frame. Your blinds are hung inside the window. There is no conflict. There is no need for a professional if you can measure correctly to make the rod straight.

If you have mini blinds they should be on the inside of the window frame and you can put the hardware for the curtins on the outside of the window frame or on the frame around the window and wa-la you have curtins installed. No big deal just look things over and see what you have to work with and no need for a professional unless you want to spend lots of $$$$$.

Just locate the curtain rod hangers on the outside of the blinds. Then your curtains can hang over the blinds.
