Is it all fat or muscle? Depends on his height too. More information is needed to really make a fair judgment.

We don't know how tall he is, but if your asking I'm assuming he's not real overweight. If it's only slight don't worry about it. The worst thing you could do is make a big issue out of it and make him self conscious of it. He's still growing so it's hard to judge at that age.
But if you are worried offer to play with him, but don't mention anything about losing weight. Just ask if he wants to go for a bike ride or shoot some hoops. Exercise is never bad even if he's not overweight.

in school, a couple of years ago when i was 11, guys that were 11 used to talk about their wieght after PE testing and stuff.... the skinny guys with muscle were 95, the heavy boys with NO muscle were 118, the normals were around 105 or so. but don't worry. guy's bodys are changing at this age so it'll be normal for them to be a little heavy right now, but in a couple of months they might shed it off.... but it also depends on their hieght. to check your brother's official ranking for where he is go to this link.
it can give your bro's BMI and if he's overwieght... for kids-

it really depends on body fat percentage. If he's just built large, then it's not a problem as long as he has some muscle mass. Once he hits puberty, he'll grow quickly and more than likely thin out as he grows.

probably but it depends on how tall he is
a good thing to do is measure him and then find a BMI calculate on the Internet and then figure his BMI [not hard] and see if his BMI is healthy overweight or obese

For a guy, yes. It's fine. But, it also depends on how tall or short he is.

That sounds fine as long as his weight is in proportion with his height.
