for ex., that happened to me just now. someone called, and then I called the number back not 5 min. later, and it said that the subscriber number is no longer in service. how is it not in service if they just called me?

Right, they're changing (or adding their own) Calling Line ID (CLI). I think the law was changed to say that they're (telemarketers, etc) supposed to have something there, they are putting something there -- but it's not necesarily valid.

Previously, blocking the CLI was the way to go.

I got a call from someone saying, Hello, this is (couldn't understand) calling about your computer. I said, excuse me who are you? I didn't understand what the guy had said so I was being polite and asking him , he said, it does not matter, soooo I said, it doesn't matter who you are? No, it doesn't he said so I responded oooookay, what do you want, because I knew he was gonna try to scam me, but I guess he already knew he wasn't going to get anywhere with me because he hung up on me, lol. This particular man had a foreign accent.
