Actually that is a great question that enquiring minds want to know, and my hubbie has always wondered that too...LOL, technically it does't, its just a way of saying no.....there are a lot of places that have snow, but hardly ever does it snow here, but then again, it doesn't rain either, um, what was the Q? oh yeah, how is it possible for Hell to freeze over, I say that when someone wants me to do something and I don't want to do it.

Freezing has to be when a liquid turns into a solid.
"Freezing over" would not necessarily be when all of hell turned solid. When a lake freezes over the bulk of the lake remains liquid: the freezing over is a "skin" of solid ice on top of the molten water.

So hell (the magma in the earth) would freeze over when it formed a solid crust.
