Nope, you can eat as much as you want.
I'm mostly not kidding--the flowers are good as a tea for upset stomachs, but it tastes like it smells, so it's too strong for me.
Catnip is a mint, and cats love it, it's not considered a drug for humans so it's just a garden plant and not legally regulated. Plant as much as you want.

Catnip is not illegal. It is a type of mint that has different effects on cats. Some it makes crazy others it makes them calm or roll on it and eat it.

No its not illegal. Catnip can be used to make your cat hyper and curious. They made it so cats would get hyper and start to play, therefore exercising.
