To keep flys from chewing on your outdoor dogs ears-tie a dryer sheet to his collar.

Take a ziplock bag, fill it with water and hang it up close to where the dog stays. The flies think it's a wasps nest, and they won't go near it. I know it sounds crazy, but my husband's uncle (who is an intelligent individual) keeps a bag of water on his porch to keep the flies away while he's grilling out, and it works. Hope this helps you.
