Simply put? NO.
Time is a measurement of Change. If God exists outside of space/time, then he could not have effected CHANGE, meaning he could not create the universe (change from no universe to a universe in existence would require TIME, of which God resides outside of.) If God created the universe, then he would be required to have effected this change from within the universe - and thus, this God should be detectable - yet he isnt. If he is omnipresent as others have alleged, then he should be able to be detected. But again, he isnt.
It appears that God is impotent in his home....or non-existent in nature.

If there was a tree in the woods..... Can you place God at the scene? That is what you are asking. the space and time part is smoke and mirrors. If God is what some believe He is then He exist both in and out of space and time. Christians say he is omnipresent. so that would mean EVERYWHERE and EVERYWHEN. Science can not disprove this because Science is based on things observed. and since science can not be omnipresent. It can not prove nor can it disprove this. That is why it is called a "Belief" in God. If you say you are a rational thinker then rationalize. But I keep seeing the science/God connection trying to be made. Even if you had bonifide proof, place it in front of an Atheist and he will deny it.

God is not limited by being locked in to eternity. God also has access to the physical via His manifestations within the space-time continuum. This can be seen in the burning bush, the one Jacob wrestled, Melchizedek, the Commander of the Lord's Host that appeared to Joshua, etc.

No, God is the absolutely unmoved mover.
That immobility is not a defect, but absolute perfection in God.
That is because with God, all potentialities are realized, so any motion would necessarily be a subtraction for Him.
It is unlike us, who have to keep moving, because of the poverty of any given moment in time, as the richness of our lives requires that we experience a vast number of moments successively - but with God, He experiences and possesses all things in an instantaneous *now* called "eternity" - eternity is defined not as time without end, but as complete timelessness.

I would imagine that, considering that He created space and time, God is well within his capabilities to either operate within their boundaries as he pleases or at the very least express himself as doing so in order for us to understand.
This is similar to expressions about God having physical features (eyes, ears, hands, etc.) even though he is not a physical being. How else are we s'posed to get it???

Since space an time are bound up with the observable universe, it stands to reason that God is outside of it. Basically, when people talk about God as an omniscient, omnipresent and omnipotent being, the have absolutely no clue what they're saying.

God is an analogous the former day and an analogous at present and an analogous the next day- in no way changing- i detect is a great convenience that there is one consistent interior the universe- and that's God. and before time there was eternity. which is a concept beyond time. time has evolved from eternity, but this does not mean, that time is the higher principle. it is the lower one. in eternity action is without cause and without effect as well. the law of action and reaction does not work. but this does not mean that there is not action at all. but it cannot be understood by our material brain.
eternity has the power, to step down to the realm of time and space, but there is no timespace possible in the spiritual sky. the logos has manifested in this our material world in the person of jesus christ. it is the eternal spirit, who has come into this world of relativity and finity. om.

As far as Islamic theology goes God has created time, space and the four directions, therefore he is not subject to them. Like man makes the television but he is not subject to it.
Before God created anything, there was just him.
