The only free Preschool programs in Massachusetts are Headstart.

I know some states have started public preschool
but so far Massachusetts does not have it though there are efforts to bring it there

I live in Massachusetts, and I don't believe that they have free Pre-K at all, there are options for assistance in paying for child care or preschool, you can call the Department of Early Education and Care and they should be able to tell you where to find resources in the area you are moving to.

Check with the elementary school in your new area. I'm sure they would know what's available.
