My friend was stopped this weekend by the police because she does not have a car tag. She got the car in the May and because of miscommunication in the mail, her title has yet to reach her. The police officer told her that all she needed was the Bill of Sale and today when she went to the Probate office, they told her that she also needed her title. would it better for to just pay the ticket or just appeal

She can appeal the citation, and because of the mix up, she might have a chance, but, the law states that before a motor vehicle can be operated on the street, it must be properly licensed, and insured.
The ticket was not false.

simple. Get all the documents needed like the bill of sale, registration, including RECIEPTS!!!!! (important)
if you were ticketed because of no tags, the courts will throw out the citation, and you will be on your way...

but remember this, a police officer stops you, he just doesnt run back to the car and write you a ticket for something, he runs your license number for wants, warrants, and he also runs your vehicle tags. He can tell if the car is registered or not by looking on his computer. and believe me, because I am a cop, The database is up to the minuite. If you go pay your tags at 100 pm, it will show current at 101pm.

Have your friend take all the documents that she has to the Probate Office, they will probably dismiss the ticket. They are simply looking for proof of sale, date of sale, and a temporary title.

No, get the info and go to court, it will be dismissed. I had the same thing happen when I bought a car and they didn't send the tag quickly enough. It will be dismissed with the proof they are asking for.
