It is those who confess with their mouths and their actions do not agree with what they say. The say one thing and do another. They hold to one position while someone is watching but do entirely something different when they think no one is watching. A double minded individual has a forked tongue as in league with the devil, for everything that he says is truth is a falsehood and every thing he cries out against is the truth, he can not be trusted, his words hold no merit, no strength, no power, no light, no salt, is insignificant, it is vile, leprous and altogether unstable.

Again I do not know about the heart telling me thing but it is self explanatory I think. Take for example a yoke of horses and they are equal in number. One half goes right and the other half goes left, you get nowhere. Unstable people get nowhere. They are wishy-washie and pulled about by every wind of doctrine and will got get anything they ask of the LORD.

I'm sorry but I have to use the Message Bible or else I get lost in the words. So I would say it means stay strong in your convictions. Don't give into others. Believe what the Lord as given you and what He will continue to give you. Pray with authority over worldly things. Basically be confident don't think you can not achieve those things that God has already given you.

While it's important to question our beliefs, it's also important to commit to and live what we believe.

To be torn about what to do or how to live or what to believe, causes instability.

There are those who suffer this instability for a time, and the stress of it causes them to seek resolution (I believe this is true for all matters, not just spiritual ones).

There are those who suffer this instability predominantly and it stunts their lives. Their unstable thoughts make them unstable people.
