We did it in my neighborhood. The police had the information. One lady got everyone together and we had a potluck, then she told us the time for the meeting and a representative was there and spoke to us. We set up a time to have everything done by and it was done. I don't know how much time this one lady invested in doing it, but as far as the rest of us, it was very easy.

Contact the police department and find out when you can get the rep there to talk to everyone and then set something up so all of the neighbors can be there. I believe only a certain percentage is required for a neighborhood so not everyone has to participate. Thee were a few elderly in our neighborhood who could not attend but the whole neighborhood was covered by Neighborhood Watch and people watched out for them too.

Get all your neighbors together for a block party and bring up the topic. National Night Out is a good time to do just that.

Your local police department will have all kinds of guidelines for setting up one, and would probably supply you with a community service officer to make a presentation to a group of neighbors--once you've got enough of them interested, of course! The cop-shop has materials, stickers, how-to's and helpers to get you going.
