I have tattooed eyebrows since 1991. First of all, permanent cosmetics IS tattooing AND there is nothing wrong with going to a tattoo studio to have it done if they are known for it. We have two cosmetic artists on staff in my tattoo studio that only specialize in this.

It is important that she sees a portfolio of work - if the pictures are not perfect and appealing, go somewhere else. Using the excuse "that's what the client wanted" doesn't float my boat. They are the professional so should guide the client to the right decision on shape and color or not do them at all.

Browns used in the brows to look right are not necessarily the most stable, so yes, it does require touching up over the years, but so what? Better that than struggling with pencil daily.

Find someone in your area for her to go to at www.spcp.org and check out websites for starters.

My step mom has her eyebrows and eyeliner done. I am not impressed with the eyebrows what so ever but the eyeliner is not too bad. Do lots of research and ask to see lots of pictures of the artist's work before she decides.

There are some good artists that can make them look natural. You'll need to ask about feathering. Also, they do fade and you might need touch ups.
The only thing I'd worry about is gravity, but theres always an eyelift for that.

It's very common for ppl without eyebrows to get them tattooed. Therefore, I say, go for it.

DO NOT get them tattooed in unless you go to one of those tattoo places that only do makeup tattoos. otherwise, do eyeliners where the eyebrow is to make it look natural.

My mother in law and sister in law, just had theres done. They had there eyebrows and eyeliner permanently done. It really looks good. They said it did hurt. I would say it goes by your pain threshold. (IT WASN'T A TATTOO....IT WAS PERMANENT MAKEUP)
GOOD LUCK 2 HER

Doesn't sound like a good idea to me, tattoos are not 3-dimensional and it would look very artificial.

I think it'd be best not to tatoo them, unless she would like to have them that way permanently. Besides, eventually the tatoo will start to fade and instead of black or brown (whichever color she chooses), they will eventually become grayish or tanish. I've seen it happen.

I think the best solutions may be to just draw them in using a good brow pencil that won't smear easily OR get the hair implant surgery to her brows. (Kind of similar to the eyelash implant, except it's on her eyebrows.)

Don't get a tattoo; it will look really unnatural. Go to a makeup specialist and see what they can do.
