The .30-06 was an improvement on the .30-03 round that was used in the 1903 Springfield service rifle. The 03 was loaded with a 220 grain RN bullet at a muzzle velocity of 2300 fps.
Due to developments in European countries, it was decided a lighter (150 grain) bullet at 2700 fps would be better. The case was also shortened by .07 inches, so all .30-06 rounds can be fired in a .30-03 rifle, the opposite is not always true.
The improved round was accepted as "Ball cartridge, Caliber .30, Model of 1906" or .30-06 for short.

Development of the .30-06 cartridge was motivated by the development of the pointed nose spritzer 7 x 57mm and 8 x 57mm Mauser cartridges by the Imperial German Army, a breakthrough in ballistic technology. When issued for the M-1903 Springfield rifle in 1906 the .30-06 was known as "Ball Cartridge, caliber .30, Model of 1906", replacing a short-lived, round-nosed ".30-03" cartridge originally intended for the Springfield rifle. The then-new spitzer technology (ie, the ability to make a pointed nose bullet) had obsoleted the ".30-03" design.

the 30-06 was first developed in 1903 to replace the 30-40 Krag. It was developed for the Springfield model 1903 rifle with the final accepted version of the rifle being the model 1903 A3 in 1906 hence the name 30-06. Thirty caliber accepted 1906.

It wasn't invented as much as it was refined. It is a new & improved 30-03. In the good old days our military designated by caliber and year. 30 for caliber and 03 for 1903; then with new smokeless powder and improvements we got the 30-06 and it has been around for the last hundred years and will without a doubt be here for hundreds of years more; unless we blow the planet up with some of our more exotic thermo-nuclear flash-bangs.
